During the last decade, each year on average 56% of those killed world wide by disasters were in South Asia. This predicament is explained by the increase in people's vulnerability to disasters due to the social, cultural, economic and political factors. If the vulnerability of the communities can be reduced and their coping mechanisms can be improved, the impact of disasters can be reduced as well.
Pakistan is vulnerable to a variety of natural hazards. It is prone to floods, earthquakes, droughts, cyclonic storms and land sliding. Being densely populated, the impact of these natural phenomena is widely felt in the county. Pakistan’s exposure to disasters is to a significant extent due to the country’s geographical and physical characteristics. It is a land of great topographic and climatic contrasts. The topography varies from coastal beaches, sandy deserts, plateau, plains, high mountains to snow-covered peaks. Disasters, however, do not occur as a result of natural disasters events only, in Pakistan the diversity of cultures, the adverse socio-economic and political environment lead already vulnerable people to inhabit high risk areas and engage in unsustainable and unhealthy livelihood practices, which ultimately form the catalyst for increasing the impact of disasters.
Azad Jammu & Kashmir and Balochistan are both prone to major natural and man-made hazards.

Coping capacity of vulnerable communities and persons in selected areas of Baluchistan and AJK Provinces are strengthened, enabling them to mitigate against, prepare for and respond effectively to the risks of droughts, landslides and earthquakes.
